I'm sorry to say you that Star Command Revolution is an Atari game, so it's ESA protected and it's not an abandonware...

Default Star Command Revolution

I need help with an old game that I cant remember the name of.

The game was set in space, with 4 main races. I only ever played the demo so you always had to play the human race. You collected resources that were floating space thingies with your little resource collecting ships. The humans had rocket launchers as defence. Your units got more experience with more kills so got more shots and faster fire. Some units had homing fire, others didnt. Some could be locked onto, others couldnt.

It was 2D but the graphics were not terrible. The year was about 1996 I think.

I hope this is enough to explain, and have someone figure it out.

Take a look at this list, perhaps it's there.

MobyGames (Strategy + Sci-Fi/Futuristic).

You can add more info to the filter, for example if it was for Dos, the perspective...

CDaccess no longer a valid source. So if you'd upload it all to the skillz folder on ftp... Depending on size, though.
