i dont think the new chip for ps3 (and other things) will be hard to code for.. i expect they will just use c++ or something and the compiler will take care of spitting it out to work well with the multiple cores. the bios/os should take care of the multi processor thing. i dont think anyones going to be coding in assembler for it
It's not about being dual core but because they are using "Synergistic Processor Elements" or SPE's. These make for very fast processing of certain kinds of calculations. That is why Sony (and Toshiba) are boasting about "Supercomputer" performance. However the range of use for these chips is rather limited and it requires very specific programming to make the most out of them. Porting games was never easy but now it will become a major pain in the behind. What was always true, that you cannot simply recompile the programs and expect to have any kind of speed now got a lot worse. You would need to rewrite very specifically for these Cell CPU's.
Writing from scratch is also difficult. You would need peopel who know how to code for this and very strictly stick to that kind of coding. Not easy at all.

you can bet theyre completely rubbish for emulation, which needs to run on one cpu, for timing reasons

2 weeks ago I bought myself dreamcast.

For 7 years old console it is pretty impressive.

Also there are nice emulators for DC, and best of all: DC supports CD-R k:
