name for administrator account given during installation creates a new account (with that name) for a user with admin capabilities.
Administrator account is something another account, created by default WinXP intallation process. As far as I know it's always there. You can delete it after installation or create a password for it. It propably works the same way with Win2000, but I haven't tested it.
