Default [Bugamn] Building Panic

Hello guys,
I have played this game on Windows 95. It was 2D game. You could play alone or with friend on the same pc. You were controlling two builders (engineer prob). One was with helmet(yellow probably with a plus on it) the other was with scarf on the head (white or green) or smth. . What you did there is you were running around and building walls (from three times / or Painting walls, not sure), enemies could destroy that. The color of the wall was depended on who painted it (green/blue). You could use ranged attacks to kill enemies (throwing something similar like drops, or semen?). You were climbing levels and on the top of the level were bosses. The background looked like skyscrapers or smth. There were probably four floors to build walls in each level.

This pick kinda reminds me cover or smth. The hammer he has and the stance is very familiar in game play, when you trying to break a wall.

EDIT 2: I've sketched a bit of gameplay interface without characters. http://i.imgur.com/gpXBwJN.png When you full own walls, you advence to other level. After few level, boss level comes. You can see each wall has levels, you must get full wall to make ur own, enemies is enough a bit of wall but they can build full too.

Instead of going into side, you must climb up floors. And every map fits in a monitor, means that the map doesn't move at all. And character(s) is smaller.
