The reason for the ending, was because Bethesda had plans to alter it and add to it. There's a mod in the making that will change that ending, for example.

I don't know about you, but usually in RPG games I start following the main quest. Then I see an interesting building near the road, for example a white tower. In that moment, I totally forget about the main quest, enter the tower and I always end up crying when is this sidequest gonna end. I only reach the main objective after clearing most of the sidequests and after exploring all the territory in the game.

I think the key thing that Bethesda missed in both Oblivion and Fallout 3 was balancing the urgency of quests.

In Oblivion, if you were to take what you are told at face value, then the main quest should be completed first because its hugely urgent! However, the truth is, there is absolutely no urgency in any quests.

Morrowind at least had parts of the main quest where you are told to go out and explore for a while on your own.

Well I admit: if you don't know Bethesda's approach to a game, you might fall in that trap. I didn't and haven't completed a single Bethesda game . I always end up exploring instead of continuing the game itself.

In any case I did finish through quite a lot of side quests in the game, but the problem was that I thought that there would be more time to explore, when in fact there wasn't.
