In all respect, editors can serve cheating as much as modding.
Though, same as Omu, I'm more towards modding and making addons then creating cheat-programs.

Mhh, I have nothing against the idea but I think it will be arriving soon enough anyway for other reasons and right now there has not ever been any interrest in doing this. You will have to be patient.

I'd say that also falls within that cathegory easily - altough not as actual in-progress mod discussion but as links to complete mods.
