This was the case with regular Win98, but was fixed with Win98SE
That's what I also thought originally. But I had 98SE on my machine with 256MB RAM when I first got it. Then I upgraded to 640MB, and there was no difference in how my games ran. Then I bought XP, and suddenly everything ran smoother.
Keep in mind that XP uses up over 200MB of RAM just to keep its own processes running.
640MB is odd amount of memory. In many cases it might have to do a lot with motherboard and ability of win98 to access memory.

What do you get when you type mem in win98? Have you used any special tools like Everest Home to determine if your computer sees all RAM?

Windows should have no problem with weird amounts of RAM. 512 + 128 is no weird amount anyway, though will rarely be used on Windows 98.

Out of those three Windows 98SE is definately the best, but C64's still beat Windows for gaming.

Win98SE can handle up to 2GB of RAM, but there is an issue with the VCache which can cause it to go nuts with anything over 512MB installed. It can be fixed, however. See here for details.

Oh well, I stand corrected. However, moving to XP still gave me smoother performance.

Win98,
it's completely up to you. I think that Win98SE much more stable then Win95, and all games supported by Win95 will be supported with Win95.

Here you will find instructions on how to set up properly Win98 to run both: dos and windows games.

At home I have both Win98SE and Win95 computers, but mostly all DOS games I play on 98.
