I use a crt and I have no cellphone nor heavy speakers near my computer. and I tested my computer on a lcd screen and does the same thing.

What sort of connection are you using? I'm guessing that it's a VGA connection, or is it an S-video?

type dxdiag
click More Help tab
click override DirectDraw refresh rate
set override value to value that your monitor can handle and is not wavy then (75 you said?)
