Don't forget, The area known as Belgium has been ruled by countless of countries by now. But the dutch speaking north is known to addapt quickly to other languages, french, english, german,... The southern part is french-speaking so they still believe France is the center of the universe and thus they don't need to learn any of the other 'barbarian' languages.
