There was this game called Jewel Thief where you had to make it past traps and alarms and through this maze collecting as many jewels as possible, then you had to make it out before the other thief. Could someone point me to this, please?

it was more like a maze-type thing where you play a robber in a building trying to get all the jewels and get out before the other thief
It had better graphics than that

The game that was released in 1998...but totally no abandonned..

Just a too succesful game to give away already...

Doesn't sound to me like Thief or Dark Project, like it's called also...
