That The Ex-Picard obviously likes Frasier a lot. Niles is a character from the series; the one whose picture he's using as his avatar, I think (not too sure about that, though, because I haven't actually watched it).

He (well, the actor, whose name I forget) appeared in an episode of The Simpsons as Cedric, Sideshow Bob's brother - it's quite a good episode, more so if you've seen Frasier

The brother's name was Cecil, actually. I always liked Niles better than Frasier when it came down to it. He just seemed to have more of an innocence about him, as opposed to Frasier's massive arrogance.
