Picard because even if he wasn't better than Kirk (despite the writers supplying fanservice by having him need help from Kirk in Generations) he's more familiar with the ship.

Kirk'd be "Quantum torpedoes? What are they?" and "Wait, we have phaser strips that now cover a complete arc around all parts of the ship, now. Wow?"
[/b]
its foton torpedoes. and the single word wow is not to be formed as a question.

1. It's photon torpedoes
2. The Enterprise E is equipped with quantum torpedoes in addition to photon torpedoes. Whether or not they're the same technology is unclear, but quantum torpedoes are more powerful, and Kirk didn't have them.
3. The positioning of the question mark was a mistake, oops.

I know you're joking, but I actually worked out Picard's age to at least 72 in Nemesis (Picard is born 2304-06 according to all Star Trek chronologies made, and Nemesis is after Janeway gets back from the Delta Quadrant, which'd be 2378 at the earliest. I have no life). At what point does Starfleet impose mandatory promotion/retirement on captains?

I thought Picard was meant to be in his 90's, the whole idea being - "Wow, look how long people live now, he's over 90 and he still rocks" - but I guess I'm wrong.

Not much point in having a captain who's over the hill either, though, is there?

It's probably done on the basis of medical reports on their physical condition and mental faculties.

Anyway, I'm done arguing over the employment practices of a fictional organisation.
