when I start Oil Imperium I see (after entering the code) only following screen. end. help needed !

You have to run it using EGA parameter (capital letters), eg
oilega.exe EGA

oil imperium runs too fast, I can not read the bottom line.

Yes, by setting DOSBox to run on a specific number of cycles instead of an autodetected value. You can set this in the game config or by typing cycles followed by the intended value from the command line, eg cycles 750 .

it's still running with 3000 cycles.

I have entered "oilega.exe EGA cycles 750"

Yes. You're supposed to enter cycles 750 as a separate command, before running the game. It's a command unique to DOSBox itself, and not an option specific to the given game.
