if your computer can handle it, use some kind of virtualisation prgram to simulate windows 98 on your computer (VMWare/MS Virtual PC 2004/Bochs)
thats what i do.

I managed to run Interstate in windows 98 in a virtual PC with MS Virtual PC, but it freezes in the salvage area...

I recommend losing the Windows and plumping for Linux/BSD. Windows XP is a pig. You can run Dosbox very comfortably on Linux. It's no problem at all. k:
