Vic can't join your party unless you dismiss another party member, with 4 cha you cannot have more than 2 followers. If you want to be able to take a 3rd one take the "magnetic personality" perk when you reach level 8.

If you need money or stuff stand behind your victim (better success chance from behind), save your game and steal.
My character didn't steal in my game since I didn't want to use save/reload, he had to wait until he had gained enough money and equipment from looting.

It's possible to become a real Vault City citizen, it's also possible to slaughter everyone there or just ignore the stuff you can't do as fake citizen. Just keep on on exploring, there's so much you can do.

Ty for directions. Is it a good idea to attack now Metzger with help of Cassidy and Sulik, then free Vic and freeze Cassidy to use Vic till I reach level 8 and rejoin Cassidy again in my commandos? I am very near to this level.

I would say get to level 8, then free Vic. But either way works.

PS: I found at last this mythical love book for Becky. Its location was bout 10 steps east of the church and 6 steps south of grave fence. Near some junk.
To get Vic:
Go to Metzger and ask permission to visit Vic. Talk to the guard outside Vic's room to open the door. Talk to Vic with the radio in your inventory. Talk to Metzger, and he offers you to buy Vic for 1000$ (in cash, you can not steal it back).
And yes, your charisma determines how many partymembers you can have, so maybe even if you bought out Vic, he won't join.
EDIT: No hurt trying to kill Metzger. If it turns out you're too weak, come back some level later.

About money: Vault City will be one of your central location when you travel. You'll gather stuff from all-over, and bring them to Vault City, New Reno, San Fran etc. and spend the money there. If you immediatelly need some valuables, fight in some random encounters against highwayman, caravans of the preferred alignment, supermutants etc. If you win, you end up with a lots of guns, and guns worth a lot!

Do you have the False Certificate in your own inventory? (Or by "routine check" you mean you have to show your papers, and not that you can't bring in drugs?)
Besides, if this really frustrates you, become a citizen. I think you don't have the stats for the test, so go and repair the Reactor of Gecko.

I'd explore Vault City and Gecko and do all the quests there which don't involve traveling too far first. Maybe you'll also find some reasons to go back to the Den there.

Don't underestimate Metzger. You'll have to fight a whole gang of armed slavers on your own. I'd say level 7 is too early, even at level 8 this battle will be difficult but it's worth a try, if you don't succeed just reload and return later when you're better equipped and higher level.
The most effective way to win battles are two aimed shots at the eyes per round with a fast weapon like the .44 magnum revolver. You need very high weapon skill for this however.
Burst weapons like machine guns or the assault rifle also work very well on lightly armored targets and you can also try out different tactics for this battle if the first attempt doesn't succeed.

Well, in 7 level together with Salik and Cassidy, good equipped and armed I attacked the gang of Metzger.
I was with Hunting rifle and Dessert Eagle pistol, Sulik with Hammer and Cassidy with Shotgun.
(In fact I did a fail to change my Magnum with Eagle).
The battle was very funny.
ha ha
Well, we all thee commandos landing behind the church and I decided to visit for last time the boss Metzger.
I ordered 2 remaining members to be in mode Stop.
Big mistake.
Once again - he didn't give me answer which to lead to my offer to buy Vic. Dunno why?
OK. Then I goto Steal, took all weapons of M., then Sneak and back to our temporary camp - the church.
Then I repeated this action for outer 4 gangsters. I steal the weapons of 3 of them, but 4-th started mode War and they attacked me.
More over, the 4-members gang of Lara attacked me also.
Unfortunately, my unmovable S. and C. cant help. So I was forced to fight alone against 8 opponents. Gladly, one of woman of lara attacked not me but one M. guard.
Ha ha
Real carambol. Well, this way I wipe out Lara and 2 helpers, reload weapons and finished remaining enemies.
But I was surprised to find that my commandos were in War mode.
Real chaos.
So I goto West Den to restore. In East Den all were hostile and PIP didn't work.
Am I clear? Do Y understand me?
-Restored I back to battlefield in E. Den.
Now my helpers are not hostile, so all commandos attacked the remains of M. gang.
Fortunately, some addict was stay just at the door, so I was able to kill one after one M. gangsters.
At last I killed this addict and rushed in the M. room.
Remember, he was unarmed, but suddenly he catches the pistol of one of his dead guards and starts shooting.
Too late.
The brave yoga killed this bastard.
The rest was piece of cake. I free the slavers and free Vic.
As I mentioned in my last post being close to level 7 after this battle I was in level 8 already and was happy to join Vic to my army..
Ha ha ha
4-men army..
Once gain this was my best funny moment from the beginning.
This is really nice game.
One has so many variants.
Principally I do not like games where after every stage the game does not allow back to earlier stage.
Thats why yoga like UW2, D-erfall, and many more.


This was so nice moment in my gaming.
I was real hero!!

Under" routine check " I understand that at the Checkpoint regularly asked me for Day Pass.
Can I avoid this boring procedure?I am still not real Citizen.
(I have False Certificate.)

Q: Please tell me how to use these endless books? How they increase my characteristics?

Present conditions:
_ I do the missions in V.city. 2 missions accomplished but failed in To find some plov - like for some peasant (forget the name - really I play the game with other PC).
Valery was rude and did not give me Complete Device but only 350 exp.

And so many weapons and armors that I need to pass a special course for Armament and became authorized specialist.
Ha ha

Friends, do Y think is good idea to investigate The desert and wipe out some wanderers? To increase my level and training?

To youse the books, eg. Big book of science etc., go to your inventory, change the cursor, then lclick on it and hold it, a menu will apear, there are two different icons of a "hand" one to use the item, one to drop it.

1) until you become a real citizen, you'll be checked. And even when you become a citizen you'll have to ask the gate-guards to lower the door I think. There is no way to avoid this.

2) Armament? What "Armament"?
If you mean the citizenship-test, you better fix the Gecko Powerplant instead.

3) Rising your level via random encounters is not really efficient, and not really a must. If you just need a couple of exp-points steal / lockpick things. If you need some more, do the quests where you don't have to fight (there are zounds of those).

In fact, when you become a real citizen, you do not need to talk to the guards, simply just open the gate yourself, and the guard will just greet you(no conversation involved)
