It's a 16-bit program.
The only way to run it on your system is by using DOSBox, with Windows 3.11 running inside DOSBox.

thanks!

So I foudn this DosBox, and the windows 3.1 that was made for it.

I was able to load up windows, install the game. However, when I run the game, I get a few issues, mainly saying its missing files (usually .mov files).

Is this an issue with the install? or the game I downloaded thats missing the files? I can run the game without installation also, but I have the same issue with the same missing files.

Though the .mov files are in the directory when I browse it..hmm

The game is complete, it's isse with the paths it's trying to open designed to work.
The problem will be solved if you mount the game's directory as drive D and install / run it from there, OR if you place the game directory's contents in the root of the emulated C drive..
