True enough, but you don't want something quite as insulting to your intellect as: "You have to kill this entire army by yourself just because the game requires you to do so".
Even though that is the essence of the games, I like to see someone make some sort of effort to make it feel vaguely like you've achieved something in the hours and hours you've spent perched infront of your computer/console, that you could've spent interacting with actual people. Plus a good plotline can tie together multiple bosses nicely.

That said, no amount of a nice plotline accounts for weak gameplay. See the Ghost in the Shell: StandAlone Complex PS2 game for an example of that.
