I cannot decide which one is the truly best game, so I name a few:
Planescape Torment is the all time best story
Diablo I is the all time best re-playability
Gothic II (with add-on) is all-time best for atmosphere
Heroes of Might and Magic is all-time best for multiplayer
Giana Sisters is my personal all time best memory from childhood (first game I played, and first game I completed after few months)
