If you've read the review by any chance, then it is impossible for you to not know that, and now I quote from it:

By the way, the monsters are tougher, but our spells are more powerful as well - just like our characters, which we imported from Wizardry 1, right? Of course! I can't stress the lack-of-character-generation issue of Wizardry 2 enough. You will simply not be able to play without characters strengthened in the bloodshed of the first scenario. This rule applies to the third installment too, but we'll deal with that later.

You can't generate characters in Wizardry 2. And you say it won't let you (M)ake a disk... Well, if you've read the Wizardry 1 review, then you probably remember that:

You don't have to create a scenario disk whatever the game says, that was only implemented to backup your original copy of the game.

That's all. If you want to move your Wizardry 1 characters into Wizardry 2, you need to:

1. Copy the files of both games into the same folder, then run Wizardry 2
2. Run WIZ2.EXE
3. Press (S)tart game
4. Press Enter to ignore the game's nonsense about the disk
5. Go to (E)dge of town
6. Go to (U)tilities
7. Go to (M)ove characters
8. Choose Proving Grounds of the Mad Overlord in the pop up screen
9. Choose the characters you wish to be imported into Wizardry 2
10. Enjoy playing Wizardry 2 - The Knight of Diamonds.

These are the steps you need to follow if you want to play Wizardry 2. If this doesn't work for you, I recommend getting the Wizardry Archives, which contains the entire series from Wizardry 1 up to Wizardry 7 and Wizardry Gold (Which is technically Wiz7 with enhanced graphics). That pack works better for new computers. If I can help you with anything else, don't hesitate to ask a question about the Wizardry games.
