I say if the G8 does decide to do all those things it will simply send a message of "the ball is in your court" to the governments of these impoverished countries. Many of these countries are usually entangled in a pointless war, or a civil war. Cancelling debts will not stop the use of child soldiers, in the worst case scenario it'll only make it easier for the government to purchase better weapons for these child soldiers... heartwarming.
And all these aid efforts to renew agriculture will be executed by the UN (if at all) because those corrupt governments usually don't live the finger, they just wait for the money to roll in. Any resistance to these governments (usually by guerillaleaders who only have their own best interests in mind and who are prone to use child soldiers) are dealt with using an iron first, causing more death and destruction, resulting in the situation not improving one bit. And all the Bob Geldof's in the world won't be able to stop that.
