Something's up with my forum post, so if it shows up please delete it.
I've modified the setup.inf to work without the disks and have had sucsess installing and running Legions under Windows 7. If you wish to run it under 3.11, you'll need to run the installer in a newer version of Windows and move the MINDSCAPE directory over to your 3.11 C: location, then add a program item. All you need to do is run the setup and play.
I've uploaded a .7z of the installer to the ftp pending approval, but please trash the files if it isn't approved.
