Sure, lots of work to do. The pic was thought as an example.
Thinking about an animated matrix effect, you could probably use a flash animation.
SWiSH is a nice and easy to use flash proggie I tried a few times. And if I remember correctly, it has even a predefined function for the "matrix effect".
