You got the entire sequence backwards.
If there is an opening for an admin position, we look for candidates within the current staff roster, among those who have already proven themselves as moderators - and, usually, either are also updaters, have otherwise acquired a good familiarity with the site's procedures or have displayed a good amount of leadership qualities.
