Fallout 3 suffers from the same underpopulation as Oblivion (Imperial Capitol anyone? sheesh...)
Rivet City (THE major town in D.C.) is like 13 people tops.
Underground , maybe 10 people atmost.
and the other "settlements" in D.C. are more hastily made camps then "towns".
Bethesda need to learn to make believable cities again.
