Me thinks this is where it goes wrong.
Delete and unzip the archive again in c:\games\ultimase\.
Start from a fresh uncompressed archive, not one that already gone through the install with wrong params.
Start completely over from scratch. A new begin so to speak .....

Indeed, just tested and once you've gone through the install procedure it won't work again from the instaleed folder, so delete your old c:\games\ultimase\ and uncompress the archive again, then it will work.
