This is how DOS handled the basic commands in the upper versions. Instead of knowing the files are in A: or B:, they copied all the commands in one directory and created the path there. It was possible to add more directories to this default path.
So, someone creating a batch file and placing it in such a directory would make it work in any directory just like if it was called by typing the full path.
