Since Caesar 3 has been approved in Chatbox here is a portable version with map editor I already upped for somewhere else.
The HJSplit remark is vital for n00bs to unpack these files.
Once unpacked you'll get a Caesar3 folder in which you just need to run c3.exe to play the game and c3_mapper.exe to start the map editor.
NO cutscenes and stuff have been removed from this game.
And you do NOT need a CD to play this game.
