Just for the record: I finally managed to trigger the sequence by starting a new game and following a walkthrough precisely. The problem seems to be that I had already done too much, somehow skipping the point where the I should get the blotted papers.
And for those like me that try all combinations of waiting/talking to trigger the sequence: You are only allowed to get upstairs when the left-most chair is empty, i.e., you are the first in the queue.
