It could be implemented by creating a specific download manager to download from Abandonia. While I like your idea and seen specific download managers implemented at other sites it has as a big down point that some users won't be able to access the site downloads anymore because they're behind a restrictive firewall for instance, which is why I would vote against this idea.
@Omu: it's been a while since I used IE, but doesn't the download window already show the time remaining to download the file?
