Hello I know Shadow President is an old game so I don't know if anyone will be able to help me, but I had a few questions about game play.

How do you get a country to be a part of your team alliance? In my current game I've developed a good relationship with sweeden. We have done many culture exchanges, we have strengthend our economic ties multiple time as well as diplomatic ties however it still shows they are neutral. Don't know if it possible to do this

I've never understood the options to encourage military or nuclear spending in a paticular country. Every time I ask for advice my advisors say it a terrible idea and the other country will view it negativly and will hurt relations even if I'm encouraging a close ally. Is there ever a time where doing these options won't cause a lot outrage?
