Well to all the people who are saying different things about it...

Having a child at the computer at an early age isn't necesarily a bad thing. The problem is if you simply put on a game and leave the child behind the computer for a few hours, so you don't have to worry about him/her.

If it's a planned activity (like playing Disney's: Follow the Reader) for let's say half an hour and the parent is there it's not much different (in fact it can be better) then real reading of children's books.

But clear time limits need to be set and the parent should be involved in the process. Probably other children as well. Sitting at a table with a child behind coloring books is also taking the child away from friends.

Taking the child to the park and leaving it in a sandbox (or at the swings) for an hour while sitting on a bench near-by isn't going to improve the parent-child relationship any either.

I say you can actually play just about any game, watch just about any movie, read any kind of books... As long as the parent is doing it with the child. If you leave the child alone with it to ocupy it then it's bad no mater how apropriate the thing is for the child.
