Well, as far as I can remember he gives her flowers, kisses her and gets into a fight with her boyfriend. And he keeps on whining to his friends about how deeply he is in love with her. What else would he have to do for it to count as a romance subplot, then?

The romance should develope. So far it's only his yearning - the unfulfilled love. It adds weight to the side of the scale those boys are rebeling against.
