Well this just reminds me:
If you give a starving man a fish - he won't be hungry that evening, but will be starving the very next day.
If you teach this man how to catch his own fish - he'll never go hungry again.
This is the case with Africa. If they really wanted to help Africa they'd try to make it more developed. But then again - they could not exploit it any more.
Currently all the cheap labour is in Asia - but sooner or later it will move to Africa - unless they get developed soon.
If Africa trully develops it's full potential then the first world won't be able to exploit it.
So they are deliberatly giving them some fishes instead of teaching them how to fish. They don't want Africa to starve to death, but they don't want it to be a stable developed continent either.
