NOT what he said. He meant that if a game runs in DOS (indicated by the DOS compatibility icon), running it in DOSBox has a better chance to work than running it in Windows. Further, the "Windows" compatibility icon actually refers to Windows XP rather than all Windows versions.
Vista and 7 have effectively dropped backwards compatibility with DOS programs - DOSBox or a virtual machine of some kind are the only way to run them.
Same goes for compatibility with 16-bit versions of Windows ( 3.x and earlier ), which is what some of the Windows-compatible games on this site were released for. However, you can run Windows 3 in DOSBox.
