Unfortunately, their best cities (in my opinion) were the huge sprawling ones of Daggerfall, which despite their low-tech, made me feel like I was just some guy in a big city looking for a job (but in a cool, swords and sorcery kinda way tho!).
Daggerfall even had something mystical that we used to call in the olden days "Weather" although I think it's now obsolete.
