This is not the first time that I've found more publishers for a game, I think there are more reason that can explain this:
Case1: one publisher could sell games in Japan and the other one in the USA. (it's an example)
Case2: sometimes happened that there's a re-publishing at lover cost of an old game, if the first publisher is a dead company (or has sold the rights) another one will be the new publisher.
Happened to me with Dungeoun Keeper 1, that game is old but I've found it for about 9€ and the publisher was different. (Tec Toy instead of Electronic arts)
The problem is...who holds the rights now?
