I think what Tom meant was that Keen Dreams is sometimes referred to as Commander Keen 3.5 .
Referencing the Oldwarez list proves that assumption true: Keen 3 and 5 are still sold, Keen Dreams has an "aka Commander Keen 3.5" note.
