When the civ2 runs and fails, the problem is that the altered unit, cities or other graphics doesn´t fit the game. Sometimes(and this is the biggest problem is your are making specials civ 2), the game runs and load but fail in the first turn... so many updaters of civ2 work in a new version and never knows that the game will not pass the first turn.
