Scene creator game for Dos
 

This was a game I played in the mid to late 90s. you could choose a background scenery and add sprites of characters and animals. I think it had a medieval theme. Pretty sure it was on dos.

Again, too little info, even if it's better explained. You definitely need the game in vein of Fairy Tale Factory, but which one?..
