Turn based strategy game Windows 95

Hi, I'm looking for an old game I played years back.
The only thing I can remember is pure 2D, turn based, local multiplayer (at least 2 players on one PC), Windows 95 (I think), the map was divided in squares. Every turn you can step an amount of squares. Build a fortress, tanks, soldiers, truck for oil, gold mining camp. An every of these items take 1 square. I hope someone can help me :)

A bit more informartion still would be helpful for identification. What was the view like? From above? Isometric? 3D?
Were there different factions/nations you could play? How many?
What were the graphics like? 256 or higher, like 64.000 (16bit) colors? 16 (EGA) colors?

I think if memory serves me right you are looking for Metal Knights

Reminds me of the old President game for C=64, except that it wasn't a multiplayer and it was never made for Windows. But I really loved it. Spent hours playing it. Good old times when graphics didn't matter...

Yeah everything except "build a fortress" also reminded me of metal knights; a good game I still play today :)
