Magnifying a character set? Do you mean how to make an existing character set larger or smaller, or do you mean how to make one yourself that has a non-standard size?
A character set is made up of 16 frames, 4 high and 4 wide. The size of the file (in pixels, that is) is irellevant as RMXP automatically divides the set into these frames by dividing the pictures size by 4.
All you need to to is draw them side by side, with equal distances. Take a look at the sprites that came with RMXP for examples, specially the monsters like the Troll.
