Ultima 7 modding

So a while back I was playing around with some things that let me modify the map in Ultima 7, place items etc, and I want to do it again but I can't remember how I did it. Also, I remember it never let me save my changes - if I saved the game and reloaded several pieces reappeared that I had deleted, and pieces I placed vanished. Is it possible to save my changes without that happening? Thanks.

Maybe through the Exult Studio?

No, I know about Exult studio but I don't think it was that, as I recall I couldn't get the studio to work for me.
