There was a game in the early 90's that I was rather fond of but I can't remember the name. It was a game that put the user in the position of the Secretary General of the Politburo responsible for increasing or decreasing funding to the military, food, entertainment, etc. One of the main interface screens looked like a bank of phones, each one was a different "hotline". Basically the user had a set amount of turns to run the Soviet Union as they wished and see how they ranked up compared to other Soviet leaders. YOu couldn't just make everyone free because the Politburo (the AI) would rise against you. If you did things gradually and got the people behind you, they would protect you from a "No Confidence" vote by the AI Politburo. I used to love this game but I can't remember what it was called or where I can get a copy of it.

I think it rings a familiar tune with a board game called Kremlin, but I checked Mobygames and found these results:

Wasn't either of those. I remember that it was on CD-ROM and came with some paperback on economics or something.
