Tried in Windows 98's Dos-prompt? Or quit it and start in Ms-Dos mode?
After I discovered DosBox on this site, Windows 98 still works there, where other methods fail.

Also, there must be somewhere in the startmenu linkage with that name, it can be just copied to desktop and used frequently.
