Clip art style story making game

I've been looking for this for a few years now. I used to play it a very long time ago, and I cannot remember the name of it. It was a story creating game, with different backgrounds, characters, and items to choose from to put into a still picture scene. these could be made into pages to make an entire story. there was also a blank white space below each background where you could add text. The only thing I remember about the Title screen is a green dragon in the clouds. Help would be appreciated in finding this, as it was a great amount of fun back in the day. Thanks a lot

Check, please, Cartooners or Bugs Bunny Cartoon Workshop. (By second link you could found something similar too).

nah, neither one of these is it. it had nothing to do with bugs bunny, and i already scoured through cartooners to check and see if that was it. I remember some of the backgrounds if that helps. there was a cave, the surface of the moon, a space sky, an open field, a western style desert, the inside of a house, and a few others. some of the items you could put in the scene were tables, stoves, tvs, chainsaws, rifles, and basically everything in between.
