I know of no game which match all your criteria. Your first criteria, which is that it must look like Fallout, is already very restrictive. Fallout is one of those games which is quite unique and can't be redone easily.

Let's change to TB RPG

I suggest either Baldur's Gate or that you go on Abandonia main page, select the sub-category "RPG" and try one of those games. ;)
