Forums - Old GTA like game

Hello, when I was a little kid I used to play an old GTA like game. I think I played it in 2008 or so, but I am sure that the game was older than that. I had an old computer, so I couldn't play modern games. It had 3D graphics and I don't remember missions or a story being in the game. You could just run around the city, steal cars and drive around. I remember that there were people walking in the city and if you hit them with the car, they just fell apart and flew away. It looked like som sort of ragdoll physics, but like I said, the people just fell apart after you hit them. I used to play it on Windows XP if i remember correctly, and I think you only used keyboard to play the game. It was just a little map. A little city with grass hills around it. Behind the grass hills, there was nothing. I think you could just fall of the map. I am trying to remember the name of the game for years now, but I just can't... I would appreciate your help.
PS : The people didn't look very realistic, they kind of remind me of some kind of "lego" characters.
