This was first programmed in Fortran for one of those ancient, huge "microcomputers", with an ASCII interface (like a strategy roguelike). The guy who made it is a pretty smart cookie who single-handedly invented the D programming language.

This game ate away days of my childhood playing against the AI and my Uncle's and Cousin's in hot seat games that would last all weekend!
