the bios is what contains the relevant info to boot up the console (and is coded by the people who made the console e.g the psx bios was done by sony and is copyrighted by them as a result meaning you can't download it) some bioses are downloadable legally (e.g the commodore 64 bios since it's not in use and commodore don't exist now but the amiga bios is being used by another company who bought the rights to the bios and amiga os which means you can't legally download that) but more often than not, it isn't legal to download a console bios.
