F-A-L-S-E. I personally hate how people even keep saying that. To my own experience several new games with ''shiny graphics'' have great emphasis on the gameplay itself, and what is fun to play. Goddamnit people. This is coming from someone who grew up loving 2D games more than any 3D game I got to play.
